CPSC Import Requirements (US Only)

Overview

Beginning July 8, 2026, the U.S. Consumer Product Safety Commission (CPSC) will strengthen its product safety review process for certain products imported into the United States.


As a result, some products shipped to the United States may be subject to additional customs inspections, requests for information, or longer customs processing times. In particular, shortly after these changes take effect, determining whether products are subject to the new requirements and completing customs review may take longer than usual.


What does this mean for FROM JAPAN customers?

Customers importing items into the United States may experience:


Additional customs processing or clearance delays

Requests from shipping carriers or customs authorities for information about imported products

Additional import compliance requirements for certain products

In some cases, shipment returns or other customs-related actions if import requirements cannot be met


Will this affect all shipments?

Not necessarily.


The impact of these requirements depends on factors such as the product type, condition of the item, and applicable U.S. import regulations. Catagories covered by CSPC cover, but are not neccessarily limited to, the below:


Product CategoryExamples
Children's ProductsToys and games, cribs, bassinets, strollers, playground equipment, children's clothing and sleepwear, child car seats, baby carriers, high chairs, etc.
Household Goods and FurnitureFurniture (e.g. sofas, mattresses, dressers, bunk beds), rugs, carpets, window coverings, portable fuel containers, candles, etc.
Electrical and Electronic ProductsPower adapters and chargers, portable lighting products, small household appliances, battery-powered consumer products, etc.
Home Improvement and Recreational ProductsLadders and step stools, sports and recreational equipment, outdoor grills and related consumer products, etc.
Textiles and Apparel Regulated by CPSCFlammable fabrics, upholstered furniture materials, etc.


Customs authorities and shipping carriers ultimately determine whether additional information or documentation is required.


Can FROM JAPAN provide compliance certificates or testing documentation?

No.


We are a purchasing and forwarding service and we are unable to provide product safety certificates, laboratory testing reports, manufacturer declarations, or other compliance documentation that may be required for importation into the United States.


Customers are responsible for ensuring that imported items comply with the laws and regulations of their destination country.


How does FROM JAPAN handle customs declarations?

We will continue to prepare customs declarations based on the information available for each shipment and will ensure that shipment contents are described as accurately as possible. This means we will provide an item description, and HS Code, but no further documentation can be provided by us. 


We cannot alter item descriptions, product classifications, or customs declarations in a manner that would misrepresent the contents of a shipment.


If an inaccuracy is identified, we may review and correct the information where appropriate.


What should I do if I am contacted by a carrier or customs authority?

If FedEx, DHL, UPS, U.S. Customs, or another relevant authority contacts you regarding customs clearance, we recommend responding promptly to avoid unnecessary delays.


Will FROM JAPAN make any changes in response to these requirements?

We are actively monitoring the implementation of the new regulations and will continue to make operational adjustments where necessary. Additional guidance may be published if there are significant developments affecting shipments to the United States.
